The Settlers: Rise of an Empire je budovatelsko-ekonomická strategie, která kromě nového audiovizuálního zpracování a tradiční hratelnosti nabídne i sadu nových prvků, jež by měly celou The Settlers sérii pošoupnout po období stagnace zase o kousek dopředu. Základem konceptu jsou samozřejmě osadníci různých profesí, kteří budou mít vůbec poprvé své vlastní osobní potřeby, jež bude hráč nucen uspokojovat. Za tímto účelem bude možné sledovat každého jednotlivého osadníka v kteroukoli denní dobu a při jakékoli činnosti. Spokojení osadníci pak budou hráči dobře sloužit a budou se podílet na rozvoji ekonomiky, což hráči na oplátku umožní rozšiřování hranic říše, kterou bude ovšem nutné bránit proti dotírajícím nepřátelům. Za tímto účelem budou ve hře strážní věže a několik čistě bojových jednotek včetně rytířů. Ve výsledku by tak měl The Settlers: Rise of an Empire nabídnou realisticky vyhlížející středověký svět se svými vlastními – pevně stanovenými a průhlednými – pravidly a propracovaným ekonomickým systémem, který je založen na těžbě, zpracování a použití surovin, respektive prodeji zboží. Vůbec poprvé se v celé sérii objeví ženské postavičky, takže bude hráč moci dávat dohromady ženy a muže, potažmo vytvářet páry a rodiny. Budování osad ve velká a prosperující města se bude odehrávat ve čtyřech různých klimatických zónách, kde se budou těžit jiné suroviny a vyrábět odlišné produkty. Po všechny zóny však platí, že základem úspěchu je správné plánování a budování efektivních produkčních řetězců. Hra nabídne jak příběhovou singleplayer kampaň se scénářem od Jeffa Grubba, tak ničím neomezený Freeplay mód a chybět nebude ani editor misí a podpora multiplayer v několika místních i online módech.
